EVOLUTION OF NACE
The National Advocacy Coalition on Extractives (NACE)The National Advocacy Coalition on Extractives (NACE) emerged from the Diamond Area Community Development Fund (DACDF) coalition established in 2003. The DACDF coalition included Catholic Relief Services (CRS), Network Movement for Justice and Development (NMJD), Talking Drums Studios (TDS), Action Aid Sierra Leone (AA-SL), World Vision International (WVI), the Anti-Corruption Commission, Sierra Leone Indigenous Miners Movement (SLIMM) and some Government Line Ministries (Ministry of Local Government and Community Development and Ministry of Mineral Resources).The DACDF coalition strove to ensure that the Diamond Area Community Development Fund is efficiently and effectively utilized by beneficiary chiefdoms.Later in 2003, the coalition realized that the extractive sector is much larger than the diamond industry and there was need for Sierra Leone to benefit from the extractive sector. This warranted a new strategy and the need for more players from other sectors to add deeper dimensions to and scale up a new campaign.
These issues necessitated the need to broaden the mandate and scope as well as reframe the name from DACDF Coalition to the National Advocacy Coalition on Extractives.Vision:NACE envisions a Sierra Leone society where there is maximum returns from natural resources for balanced development of the country while recognising and dealing with the preservation of the livelihoods of communities and the negative social and environmental consequences thereof.Strategic goal and objectives:The broad goal of the NACE is to ensure transparency and accountability in the generation and efficient/effective use of revenue from the extractive industry (mining, forestry, marine) in Sierra Leone.

Tax Justice Country Report Series

Sierra Leone at Cross Roads
This report considers how the people of Sierra Leone could
benefit more from the country's mineral resources, especially
diamonds and rutile.* The task is urgent since the country is one
of the poorest in the world, still emerging from a brutal civil war.
Although minerals account for around 90 per cent of exports,
ordinary Sierra Leoneans are failing to benefit significantly
since government revenues are so low.
NACE calls to recall the Petroleum Bill
NACE is Disappointed: We Call on the President's Office to Recall the Petroleum Bill
Practice of Due Diligence in Passing the Bill is absent.
NACE has been following with keen interest the processes and procedures that culminated in the passing of the New Petroleum Bill into Law.
